The Governors Island Preservation and Education Corporation is responsible for the planning, redevelopment and ongoing operations for 150 acres of Governors Island. The National Park Service owns and operates an additional 22 acres of the Island designated last year as the Governors Island National Monument.
Description:
A subsidiary of the Empire State Development Corporation, GIPEC is overseen by a Board of Directors appointed equally by the Governor and Mayor of New York. GIPEC is working closely with a wide array of constituent groups, including the National Park Service, business, community and civic groups to foster new ideas for development of Governors Island and to enhance the Island's role as a vital and integral part of New York City and the surrounding region. GIPEC seeks to make Governors Island a destination with great public open space and heritage tourism attractions, as well as education, conference and cultural arts facilities.
History:
In 1995, the U.S. Coast Guard closed its facilities on Governors Island. President Clinton designated 22 acres of the Island, including the two great forts, as the Governors Island National Monument in January 2001, and on April 1, 2002, President George W. Bush, Governor Pataki, and Mayor Bloomberg announced that the United States of America would sell Governors Island to the people of New York for a nominal cost, and that the Island would be used for public benefit. At the time of the transfer, deed restrictions were created that prohibit permanent housing and casinos on the Island. The Island was transferred to the people of New York on January 31, 2003, through the Governors Island Preservation and Education Corporation.

Access to Governors Island is by ferry only. Ferries leave from the Battery Maritime Building, Slip 7. The building is adjacent to, and just northeast of, the Staten Island Ferry Terminal in Lower Manhattan. The ferry terminal is accessible. . . (more)
